School Accommodations Following Brain Injury

In 2025, the Oregon Legislature passed House Bill 3007, along with corresponding Oregon Administrative Rule (OAR) 581-021-3007, to ensure that students recovering from a concussion or other brain injury receive timely, temporary school accommodations to support a safe return to learning.

These requirements direct schools to develop an Immediate and Temporary Accommodations Plan (ITAP) when they receive written notification and medical documentation of a student’s concussion or other brain injury. This parent and caregiver friendly handout was created to help explain HB 3007.

This Oregon Department of Education webpage serves as the statewide hub for school return-to-learn guidance following concussion or other brain injury. It includes links to HB 3007, OAR 581-021-3007, the required Brain Injury Procedures, the official Immediate and Temporary Accommodations Plan (ITAP) form (in multiple languages), the Accommodations Guide, and ODE training materials.

Our CRIS ITAP sample form was developed for use or adoption by Oregon school districts. It was designed to support compliance with HB 3007 and OAR 581-021-3007, align with the best available research on brain injury and school-based accommodations, and promote the development of high-quality, effective accommodation plans that support students’ recovery and return to learning.
